    Shaving will grow back right away, there is no best or second best.
    You either pluck each hair with tweezers or use a depilatory (lotion like Nair) at home, or have it done with electrolosis or a laser at a reputable salon.

    Just as joypulv said, shaving will always grow back right away. Besides her suggestion, you can also have your brows waxed or threaded at a reputable salon. Tweezing, depilatories, waxing, and threading will give you a longer time between growth, but will not get rid of the hair permanently. However, over time, you may get a thinner growth due to damaging the follicle from which the hair grows. Electrolosis and laser removal will give you a permanent hair-free area.
