No truth to it.
There may be a local grant here or there, but it would only cover at best part of the costs. Most grants would go to companies to teach excons job skills, or half way houses.
There are some grants for starting business, that anyone can apply for. Many will be mostly tax breaks for the number of jobs you will be starting. Others may help pay with job training of employees.
If you are putting a business in a economic depressed area, and esp if it is a "green industry" there may be more
