I can't remember much about the movie but it was shown on TV around the early 90's. It's a children movie but not animated. It was about a town around Halloween. It had a candy factory in it. The main story was around a little boy and girl saving Halloween.

The only halloween movies I can think of not animated is halloweentown, halloweentown 2, halloweentown high, and return to halloweentown. If you haven't seen them they are great movies especially for kids - and yes they save the day
