We have a 4 ton rheem heat pump, it's cools but not heat. Blower is running all the time, just not heating

Sounds like you have a thermostat wired wrong or its bad. With a heat pump thermostat the only thing that changes from heat to cool is the reversing valve circuit and the 2nd stage heat.
