Could be either starter or solenoid. In Nippondenso starters, common to Honda, the solenoid is on the starter. Depending on what engine you have and accessories, you may be able to get the starter out from the top but most come out the bottom.

Before you try tp pull the starter, make sure all of the cables are clean and tight, Make sure battery terminal is clean and tight
It was the starter... replaced and started first time. Thank you.
My daughter took it to work this morning and called to say that it dies at every stop sign... any ideas?
Replace the Ignition Control Module (ICM) and coil inside the distributor. Be sure to apply silicone heat transfer grease to the back of the new ICM.
