If you are using on-board video, you may need to buy an adapter. Check with the motherboard manufacturer if DIY (i.e. Asus, Abit, etc.) or with the PC manufacturer's support site, (i.e. Dell, HP, etc.)
If you use a plug-in video card, such as Nvidia or ATI, most of them will have a TV output connector. Normally its located between the monitor output connectors (either VGA and DVI or two DVI).
On some models, the TV output cable will be included. On other models, the TV output jack is configured as s-video, so you need an s-video cable and a TV with an s-video input.
Once done, you need to set the video card drivers to enable TV as a second display device.
