Home stuccoed after windoews installed .
Painters tape and plastic used to protect windows .
    Tape peeled paint off .
Contractor said they used red prep tape ?

What exactly is your question? What brand window did the owner have installed?

It won't be Gentech, they do not warranty the finish. Which tape was used like Scotch blue painters tape, Frog tape, etc... I am already leaning toward the stucco guy.

Never heard of painted vinyl windows. Always thought the color was the color embedded in the vinyl. I believe there is a vinyl paint but requires a special paint process. Regular paint will not stick to vinyl.

As HKS notes, have never seen a "factory" painted vinyl window. If you do attempt to paint vinyl, you need to use a surface prep and a special flexible paint, similar to paint used on car bumper covers.
