Booking is the process of recording an arrest. Generally, once booked a person is held for arraignment where bail is set. But it is not unknown for a person to be released ROR for minor infractions.

    Hello day:

Sure.. It happens all the time... A person is arrested, but the prosecutor believes he doesn't have enough evidence to charge him, so he's released... No court, just a release. Happens ALL the time. In fact, it's my opinion that MORE people get released than those who get charged.
