I have painted my cement floors with red cement paint, years ago. I now want to put down vinyl flooring. I am told the red paint will bleed through the vinyl. If so, then can I lay a vapour sheet on top of the red painted cement and not have the colour bleed through?

Are you glueing down the vinyl or just laying it flat and no glue? Never saw paint, properly dried, "bleed" through vinyl. I have put down a lot of vinyl over paint and concrete, glued and not glued, never saw bleed through.

If using adhesive, test in small area to see if it breaks down paint.

As Brian said, have never seen paint bleed through tile.

Be sure to remove any flaking and floor is clean.
