Prove to the utility when you began service and that any power used before that date is to be billed to the previous occupant.

A utility bill is in the name of a person or entity, NOT the property itself. That letter is absurd.

Tell them to prove that YOU are responsible.

If there was an outstanding bill on the records why didn't they lien the property? If that were the case you would not have gotten a clean C of O.
You being able to legally purchase the property said that there was a clean C of O and no liens.

At least in the US, electric bills are in the persons name. Also there are SOL on collection of very old bills, that this well could be over.

But inform them that you are not responsible for any bills prior to you owning the property. ** if you owned the property and did not put the electric in your name as soon as you bought it, there may be an issue there.

But an example, almost all of my rental houses, the renters move out and will owe electric and water bills, most never get paid. I do not owe them, and the new renter does not owe them.
