I know this sounds like spending money, but misalignment of bones in feet from improper footware leads to other problems because this will throw everything out of alignment right up your leg to your hips. Before this happens, I would have your foot problem properly diagnosed by a chiropodist who will recommend proper treatment.

I perform foot care on many clients and know this happens.

How old are you? Are you of average weight? How is your health otherwise? Have you had any surgery ever? Have you given birth? Been through menopause? Any vascular problems, blood pressure, backaches? There are far too many factors to consider.
Having equal pain in both feet probably rules out some things like a plantar wart.
Have you been to a foot specialist or a neurologist?
I had pain down my abdomen and inner thigh/knee/calf to one foot for years and years that finally was properly diagnosed by a chiropractor at the suggestion of a hernia specialist MD (sacral nerve, which wraps around to the front, unlike the sciatic nerve). No one ever guessed that it started at my spine, because I never had any back pain. Yet the chiropractor did a good job getting rid of most of it.
I would try a foot specialist first.
