Is there any reason why four boys ages 7 - 11 cannot share a bedroom 15 x 12? The parents are having a hard time affording a home larger than three bedrooms and they have two girls.

There could be a couple of reasons. Some Family services agencies, some housing agencies may have rules against it. Without knowing where this home is we can't answer, and even if we do know, it may be hard to find any rules on this.

Nothing would be done, however, unless someone reports it. In such a case, the local Family Services agency will investigate.

I had four boys who shared one large room ( bunk style). And there are not "state" laws on this, if there is issue with ex and custody, they can fight this in court, CPS or similar agency could be called, as a bad living environment, but the parent that would call on that will call on dozens of other things anyway

Back to the same question, the home is in Virginia, is not a Section 8 home or apartment, rather a private residence and no child support is being paid by non-custodial parent.

Sometimes there is a county density law in place that would apply. In certain counties this has been abolished due to the hard economic conditions all around the country now. My county used to be extremely strict about this and has now done away completely with the density county laws on how many people per home/bedroom. Check with your local county to see if your county has relaxed their density laws.
