I have a Delta Model #35955 two handle widespread lavatory faucet and both hot and cold water are dripping out of the spout, and also from the end valves themselves.

It seems as if the cartridges aren't seating. How does one know if the cartridges are seated correctly? AFter buttoning everything back up, the handles cab't turn the flow off from the spout either. Hot and cold.
