Queen requires towns people to walk backwards

Was it Desperate Living (1977), a John Waters film?

My goodness... I think that's the title... such an obscure movie. If I remember correctly... quite bizarre... how did you ever find it?

(Actually, all I did was use the words you had posted and did a Google search. That movie came up on the first screen. I checked the synopsis, and it sounded like it might be the one. And yes, it's a very bizarre movie.)
