My daugther had a beautiful baby about 4 yrs ago, I have been raising him since birth. I want to adopt him, she has agreed, What do I do now? And is it Expensive? Is there any financial help out there?

Because you have been raising him I don't see there being anything expensive. Go to your local court house and talk to them. They will need you and your daughter to sign the papers. I don't think there will be any financial help but I don't know for sure.
