There are two ways:
1. The biological father's rights to be terminated
2. The biological father to relinquish his rights voluntary
It will take an attorney and will happen one of two ways.
You send the bio father forms to sign over his rights, and he signs it to allow the adoption.
Or you take him to court and try to prove it is for the best interest of the child for this to happen. This is harder to do, and will cost the most
