If my neighbor has an interlock on his car but drives his other car without interlock how does wa.st. let him do this with 3 dui's in past 3 years?

They don't "allow" it, he is cheating or driving a car he is not authorised to use.

So I assume you want to be a good neighbor and report him ?

Report this guy as he is definitely breaking the law. What gives him the right to just drive another car? He's probably still drunk driving anyway and think's he's pulled a fast one and no one will know.
