When you turn the air on it will not start up you have to turn the blower motor by hand and then it will kick on we change the capicitor and it was not that and then when it gets cool enough in the house it goes off put the fan on the outside unit stays on

Try the relay switch. Sounds like it is stuck in the open or on position.
