If you have water everywhere but the toilet, turn off the water at the wall and disconnect the pipe so it is free of the toilet. Slowly crack the stop valve. Any water? If yes, reconnect hose. If no, replace stop, washer or debris is probably blocking the water flow. Is this a ballcock or floating flush valve? If a ballcock, replace it with a floating flush valve. If a floating type, remove the cap by lifting the arm and rotate cap to the left, flush the valve and replace the rubber disc, it is most likely stuck.

't a ball cock but the flapper seat and overflow tube. Having said that lets get on with your problem. Don't disconnect anything just yet until I have more information. Which ballcock is yours?(see images)Once I know what I'm working with I'll come up with a solution. Back to you, Tom
