I have a 98 honda civic dx that will not turn over. Battery is fine, as all lights and beeps work... help?

Do you mean it will not start or the starter motor won't crank?

It will not start... we were able to pop the clutch and that got er running... tried to jump start it, that was a failure... I took a test light to the fuses inside and so far the only one not lighting up is the starter signal (number 31)... not sure if this really indicates anything, though.
