    Hello Z:

    There are different levels of sex offenders and different conditions for each one. To answer your question, if a sex offender was convicted of having sex with his underage girlfriend, then YES, he can start a family...

    But, if a sex offender was convicted of molesting CHILDREN, then NO, he won't be able to.
