    What constitutes surrendering a rental property in TX back to the landlord?
    If a tenant turns in the keys, shuts off the power, removes all food , clothing, and furniture in TX does this constitute surrender of the property? Can they later claim to be locked out after they have returned the keys?

    They can claim anything they want later, does not make it true.

    Always good to have them sign a exit inspection if possible, but proof they turned power off, photos from your inspection showing it empty
