On 3 phase 208/230 power is it OK to have 70 volts to ground on L1,on L2 130 and on L3 129
No, all three phases should read 120 volts +/- .on a 120/208 volt 3 phase 4 wire WYE system.
The 129 and 130 volt readings are a bit high, and may be due to high voltage from utility or the incorrect taps are being used on a distribution transformer.
The 70 volts indicates a problem with that phase, poor connection, failed transformer, etc.
Switch off the load and check L1L2,L2L3,L3L1,L1N,L2N and L3N. If they are balanced your problem is the load.
I can not say I am familiar with a 208/230 volt system, however, if it is a 120/208 volt system, the readings you have measured suggests that the system is a 120/208 ungrounded Wye or Y system. One phase is partially connected to a common point of the "Y" and the displacement of you're the phases at at105 degrees, 107 degrees and 149 degrees, approximately, will give you the voltages you have read. The only way this could be sustained on a 4 wire Wye system is if there is no ground connected to the neutral point of the Wye, or you have a bad or broken connection. Repair of this connection will however caused the faulted phase (@70 volts) to blow a fuse or burn open. Pleae have an electrican work with you on this or contact the local utility if these voltages are found on the incomming service.
