I live in New Jersey. Last summer, I worked in NY city for 10 weeks. My employer withheld NY taxes. How do I file my state tax return? Should I have to do one each for NJ and NY?

You probably should file tax returns in both states. For New York only wages earned in NY subject to tax. Sinc you worked for a brief period you may be entitled to a refund.
For New Jersey, depending on income from all sources, you may be required to file a return. In general taxe liability in New York will be offset against NJ tax, if any.
Delite has it right.
When you file both state returns, attach a copy of the other return to your mail-in copy. It answers questions before they are asked!
