Can anyone care to help an extreme novice at fixing this?

It sounds like you need to adjust your water level. The tank usually has a mark on the inside back of the tank that's way below the handle. If you have a float ball ballcock you can lower the tank level be bending the floatball rod down until you reach the desired level. Good luck, Tom

I think you have a fluidmaster 400 ballcock, is it gray with a black top with a cup on the side hanging on a stainless wire?? If this is right let me know and I will tell you how to repair it. It takes a very cheap part to make it like new.

I replaced the fill valve and that fixed the problem. Thanks everyone for your assistance.
