    If a creditor refuses payment on a loan that is NOT in default, NEVER been late and you are making the amount agreeded upon, do you still owe?

    You owe.. and you might have a very tough time proving that you tried to pay and they refused anyway.

    There are laws and organizations set up to help those who are being foreclosed on by rubber stamp, for example. Or if a lender took over a bankrupt lender and they don't have their act together yet. What are the particulars?

    Instead of asking a very specific question, we can help better if you explain the circumstances.

    You continue to owe a debt until it is satisfied. Now it is possible that refusing payment might void the loan, but why would a lender do so? So we really need to know the situation.
