Engine turns over great with no spark plug put the plug in and motor turns over slow like it dose not have enough power so I hooked up a jump boost but still no power to crank over can it be the starter?

Check your ground going to engine,
Check your valve clearance.
1/4 inch past top dead center set at .004-006
