I have a panasonic TV and when you turn it on all I get is a high oitch ringing sound and no picture.

Brand new or did this just start? It's not loss of cable connection?

Model? Are you able to pull up the menu? Turn on JUST the TV (make sure everything else is unplugged from the power) and still hear the sound?

Bring it back to the shop the L.C.D might be broken

Umm, chances are it's a plasma because it's Panasonic (they make very few LCD-TVs). Also, generally you won't get a ringing sound from an LCD with a broken display.
