I work as a Network Administrator intern for a for a small non-profit business and I need to find out how I can stop limited users from downloading software from the internet. Can I stop it in the local security settings? Can someone please help me?

What version windows are they running and are you using active directory and able to control such policies as a superadmin? Then you can simply prevent that user from installing ANY software.
