My Moen tub faucet/shower works fine out the tub spigot, but only hot is released when the shower head is used.

Sounds like the moen cartridge/spool assembly is clogged or broken.

Here, if you call 1800BUYMOEN they will send you out a free replacement cartridge and you should be able to make the repair pretty easily.

While you have the cartridge out, be sure to run water for a couple seconds to clear the valve of any sediment/debris that could have caused the clog.
