Changed filter, but still won't kick over. Its like it is not getting a spart or fuild

Which Filter? When you turn the key, is is silent? clicks? won't Fire?
You need to test for spark, and for spark at the right time, compression is likely good?
You need to verify your fluid pump is working, is the fluid gas?

If no spark, replace the Ignition Control Module (ICM)--easy job. Using a test light or multimeter, check all under hood and under dash fuses. Also, ensure the spark plug wires are in good shape and that the platinum plugs have been changed in the last 50,000 miles.
