You've seen her do this only once? Frequently?

How many other children do you have and what are their ages?

How many times are you aware of this happening , and the circumstances of how you discovered this are

Unless she is obsessing about it (several times a day) or is doing it dangerously (using items, inserting items, rubbing on something dirty) then its not a problem. Teach her privacy as best as you can, at this age it is difficult but she will get the hang of it, and start teaching her to was her hands and herself when she is finished

This is a tough one. My only advice is not to overreact to this. I can understand your shock, but from what I have heard, it is normal for children to explore. It is innocent, all they know is it feels good. If you react negatively, she might grow up thinking that she is bad, or that sex is a bad thing, which could affect any relationships in her future.
