Do your know specifically WHY she does this?

Please keep in mind that not everyone on this Board is Christian and/or believes in your God. You repeatedly post "pray" as your answer.
Cutting goes hand in hand with mental health problems.
If her parents are unaware she is cutting, they need to know. If they know and this serious issue is not being dealt with appropriately through Doctors and mental health avenues, and this friend is a minor, then seek outside help with a social service agency. If she has grandparents, aunts, uncles, an older sibling, etc. tell them and ask for help.
It takes professional intervention to deal with a person who is actively cutting, and as a friend there is only so much you can do. You must be careful not to get drawn into this situation so deeply that you cannot see how little you can really do for her.
Friendship assumes both the good, and the bad during a relationship. You are not helping her, if she remains untreated. I personally think that stepping up outside the serious reality of this situation, is more important, and a true act of friendship, rather than remaining silent. Inform appropriately those who can actually get her the help she is in desperate need of.
Being worried about her, is not enough.
