Do you know if I pursue a Diploma (Computer Programmer Diploma) 2 year course from Seneca/Humber, then with in what time (approx) do I get hired after 2 years?

There is no guarantee you will be hired when you graduate from your course; but Seneca has job fairs from time to time whereby employers attend looking for promising young students who have their diploma. You still have to go through the interviewing process, but you will have to 'pound the pavement' same as anyone else looking for a job.

Could you please tell me that if it is possible to do off campus jobs in Ontario/Toronto as I'll be an Int student who'll be struggling down there with such huge Int Fees/year? That would really help.
