The OP seems to have fled the scene (not surprising given the turnover rate at the Thruway Authority :p).
Anyway, I feel like I'm missing something. The problem states that the cars arrive at a rate of 4 per minute. It doesn't say an average of 4 per minute; it doesn't give a variance or standard deviation. It just says flat out 4 per minute. Barring any other information and the use of the word "rate", which I interpret to mean that a car arrives every 15 seconds, it seems to me that there's a 100% chance that exactly 8 cars will arrive in the next two minutes. Jerry? Any thoughts?
