C my coleman presidential II blower works but no heat unless set at a high temp

With thermostat set at 65 the blower will start without any heat then blower shuts off after 1 minute. After 15 minutes repeats the same procedure. But if I set the thermostat at 75 plus the heaterthe blower will start and after a minute or two warm air will be delivered.
Could this be the lower seqence switch is bad or the lowest elememt is.
