    What type of unit do you hsve that "blows..outside"? Any ductwork? Mobile home? Please clarify? Any air movement through the inside vents?

    It sounds like you have a heat pump and the reversing valve is in the heat mode. This could be a result of a problem with the t-stat, the coil on the reversing valve, a wiring error, or a stuck reversing valve. Depending on where you live heat pumps are designed to either fail in heat or cool mode. In some states no power to reversing valve equals heat and in others no power to valve equals cooling mode. The reversing valve wire to t-stat is either blue or orange. In Florida it is usually orange and labeled "O" on the t-stat. Many t-stats have an "O" and a "B" terminal for the reversing valve. It depends on how the reversing valve is designed that determines which terminal is used. You can disconnect the B or O wire to t-stat and see what happens in cool mode which energizes Y and G. Y is for the contactor running the compressor and outside fan and G is for inside blower. "R" supplies power to all t-stat terminals and "C" is common which is the other side of all relay coils which have two connections each to supply the electromagnet to pull in relays.     You probably have some problem with the fan setting or the thermostat. Try this little trick: Turn the power off at the main disconnect and wait 15 seconds. Restart the unit. If that doesn't solve your problem, you need a professional heating repair.

    I cannot see how turning it off and on would do anything except reset the t-stat to the default temperature settings if it's does not have batteries installed or the batteries are dead. Some t-stats will not work right when those batteries die. You would think they would, but for some reason they will fail.
