Our 17 hp briggs engine is doing a lot of smoking and slows down, would this be the piston rings gone?

Could be , that is the symptoms of bad rings , but something else you might check , see if its over full on oil , and if so smell it and see if it smells like gas in the oil . This will also cause one to smoke bad and loose power.
