Are the two of you in a relationship? Are you wanting to be in a relationship with her and she's not willing?

I really don't understand what's going on. How does she take advantage of you?

You want her to be different? That, just for starters, is the problem. People don't change.
This is making no sense. You are paying her bills and 'want' something, I assume a close relationship? She wants you to support her but won't be involved with you?
If the question is how do you change the situation, the answer is simple: stop supporting her and leave.
