My friend bleached my hair all over its patchy and un even how do I tone it and what do I use to break the bleach up can I use tint

If your hair was black or a very dark brown your hair will go brasssy when you bleach it. There really isn't anything you can do other than dye it a light brown. If your hair was lighter and went just a little brassy you can buy purple shampoo which helps take out the brass or dye it blonde (Not bleach, just dye), and see if that helps.

To keep your hair healthy after you bleach it try a hot oil treatment (coconut oil works great) or put conditioner in your hair and sleep with it in.
