My compressor takes in freon way too fast.

How do you know this and what kind of problems does it cause?

When I tried to and some because it was low and when I open my gauges it started pulling it in so fast that the tank was whistling

You know you can slowly open the gauge to feed refrigerant right? You don't have to open it all the way. Are you licensed to be working with refrigerants? Something tells me your not.
