My snapper mower has issues starting we had the carb rebuilt,solenoid replaced, new batt but still nothing [model # 287707,type 1226-E1,code 9708262d] it wants to turn over but it won't happen so what's the endless possibilities on the issue?

Check and or adjust valves.
