    "Shoot! Shoot!," the crowd yelled as Mario raced toward the goal.

    No, the comma is not necessary. "Shoot! Shoot!" the crowd yelled as Mario raced towards the goal. You could argue for putting a comma between yelled and as, but I think it reads better without it.
