The regulator burnt up so I replaced it, I can jump start it, but the blades only stay engaged for a few minutes and the voltage meter shows that it is not charging, also the battery is new, also the fuse is good

Sounds like maybe the stator under the flywheel may be bad,
Does the regulator have 12 volts at the wires ?
Check your battery when running see how many volts you have .
Sorry you will need a volt meter .
