My friends mom actually lets her drink until she's drunk and she hangs with people that are doing drugs and stuff. I never knew this about her and she's 13! She was drunk when she was 10 and her mom doesn't care at all. Should I tell somebody about her mom and how bad her parenting is? What about her? Thanks!

Have you told your parents, But if her parents are doing drugs? ( is that what you mean) then they don't care.

Young heads aren't well suited for alcohol and particularly enough alcohol to cause drunkenness. Drinking to the point of intoxication can have serious short and long term health consequences in the developing brain and body.

If you are certain of the information, it would be doing your friend a service to bring this to the attention of proper authorities.

For the mother: You should call DCF and report her, she can get in a lot of trouble for this, and if the story is wrong, they will investigate it.

For the child: You should report this to DCF as well, They can set her up for recovery and get her the help she needs.

Please feel free to ask for any more information, I have a friend who used to drink underage, and I got her the help she needed, and now she has been clean for 2 years. :)
