    I believe I just need the wheel to cut off the water supply
    Underneath my kitchen sink.

    Hi again Oneill :)

    Are you telling us that you want to shut off the water to the faucet (and/or dishwasher unit), but the handles are missing from the shutoffs? If so, then you don't really need the handles... just take 2 pair of pliers and use one to hold a single valve against yourself while you turn the stem assembly (where the handle would attach) clockwise until you feel it seat well. Repeat this for the other valve and then open the faucet to be sure the shutoffs worked properly.

    If the packing nut at the stem starts to drip water just continue to hold the valve against yourself and tighten the packing nut a little at a time until the leak stops, OK?
