I am looking for a movie that I believe came out in the 90s. I only remember a very few parts. Towards the end I remember a guy climbing up a building under construction being chased by robot spiders. And at the end the bad guy gets into a helicopter not realizing that a robot dummy is the pilot. Help please?

Not sure. I thaught michael caine was in it or atleas some actor that looks like him who plays as a robotics expert but it is not a sifi movie mor like an action film
