You are asking about a Homeland Security PASS Card? Legally, it's identical to a passport, so yes, I believe you can get one.
It is possible that particular foreign countries will want to know your criminal record. So be prepared for foreign officials to ask you.
I am reading that you can - there is no background check. It's much the same as a passport. EPIC Spotlight on Surveillance
Depending on the charges against you and the disposition if the cruise line does a background check you may not pass. I thought the cruise lines did do background checks.
