Ok so I don't remember a lot, but it was about a girl, and I think a friend. Or a neighbor. I feel like it went back and forth between color and black and white, but it was probably made in the 70s or 80s, so it's not like it's really old. The best that I can remember, there's some problem with the little girl, she did something wrong, or she can't get home or something.

The most defining characteristic that I remember is that there's a quilt or a blanket of some kind that's involved. Walking on it, maybe? Anyone have any idea? I was born in 1987, and I remember watching this by the time I was 5, so it predates 1993. Thanks!
