Why does he have no rights to see her? What visitation agreement was made? Could he go to court?

First, your title states "I", but then you refer to your boyfriend. Second, I assume you mean NO, not KNOW.

Child support and visitation are usually kept separate by courts. But I suspect your boyfriend is not being honest with you. Child support usually is ordered by a court. If his rights were "severed", that had to have been done by a court. So you need to find out the truth. He needs to get copies of the court transcripts to show you exactly what happened. Once you know the truth you can proceed.

Im not sure if severed is the right word here. Im thinking the OP meant served. As in they "served" his employer with a garnishment for his wages.

    I could be mistaken.

Ok to answer your question, there is nothing he can do to stop the child support, He can go to court ( there was a court case, he may have failed or decided not to go)

So the child's mother got custody of the child ( again in court) and a court order for child support ( again court)

What he has not done, is to file for visitation and get a order for that.

There is no connection in reality between child support and visits.

So what he can do, is go to court and get court ordered visiation.
